Add option to manually adjust axis label rotation

Add option to format visual section allowing developers to manually adjust the rotation of axis labels. Currently labels only auto rotate if labels are too long and chart is too small. I have scenarios where all label text must be visible but I do not have flexibility to decrease the size of my visual. This feature would also make it easier to match formatting of native chart axes with custom visuals built in plug-ins like Deneb.
