Add a "Retry count" setting on Lookup Activity in Data Pipeline

Currently the stored procedure activity has a retry count which is helpful as there are often brief connection/network/access failures which can cause a proc to fail on the first attempt.  The Lookup Activity can also fail on the first try so a retry count would reduce the times you have to go back and manually re-run.
