Removing a page from a Power BI report, via either web authoring or publish from Power BI Desktop, results in any reports against that page being silently deleted. Consider showing the number of subscriptions against the report on the impact analysis dialog when publishing or updating a report to alert report authors of the potential of data loss caused by subscription configuration being removed.
