Add Option/Checkbox in PowerBI Alert Configuration to only consider Threshold (either the Data Change or Not)

In PowerBI Alert, we were testing and see flaw on it. If you created an alert it only triggers when Dataset Refresh and if the Data Changes. For an example, we have set up an alert initially on a Card tile which is above 0 it will be triggered initially if the value is 1 (Record A) for example. But the next Dataset refresh if the value is still 1 it will not trigger an alert but this value can be a different record (Record B causes the alert issue) from the 1 (Record A) from yesterday. Thus, adding the option to enable or disable alert trigger whether the value/data on the tile change or NOT. Thanks!
