Add 'ISHIGHLIGHTED' to DAX (for dynamic titles)

Dynamic titles in Power BI can me made by using a measure. A lot of explainer-videos and blogs are written about how this works. The DAX measure works just in case if the interaction of the visuals is on "filter". In case of "highlight," the DAX measure doesn't work. So it would be nice if DAX is extended with: ISHIGHLIGHTED, so that this can be included in the measure. Or maybe another solution that solves this problem.
