Access denied to .pbix when publishing immediately after saving

I consistently run into issues with permissions on Sharepoint using .pbix files.  Lately I've found that I can open, edit, refresh and save the .pbix but then when I go to publish the desktop app errors stating: "An error occurred while attempting to publish [filename]; Access to the path [Sharepoint path] is denied. How can I open a file and save a file yet when I then try to publish that same file hit an 'access denied' error?
