Ability to view shared reports/dashboards with free license

We currently have products that basically integrate the reports and the app users just view the reports. It wont make much sense for all the app users to purchase pro license as all they do is view the reports when in the app.

It doesn't make sense that each user in the company needs to have a Power BI Pro license just to view the report shared by a licensed user

Absolutely agree with comments made here,

The content creator is licenced to create reports and interfaces (Pro PPU licence). No reason to have to have a Pro licence to view the reports in viewer only mode. Even Tableau has different costings depending on what level of access is required

This can be done by hosting the content in a Power BI Premium capacity
