Currently, the tenant setting for ArcGIS Maps for Power BI is a simple on/off setting for the entire organization – there is no built-in capability to target specific security groups or users with this setting. In the Power BI Admin Portal, the option is labeled “Use ArcGIS Maps for Power BI” and can only be toggled enabled or disabled globally. When enabled, it allows all users in the tenant to use the ArcGIS visual; when disabled, nobody in the tenant can use it. There isn’t a mechanism to enable it for some users and not others
