power Bi embed dashboard data doesnt appear outside power bi web

I have the same problem, this `https://wabi-west-europe-b-primary-redirect.analysis.windows.net/powerbi/metadata/models/5996213/?modelOptions=Default&packageId=8116980` returns 403 Forbidden
as a result
what could be the reason?
