isEffectiveIdentityRequired vs isEffectiveIdentityRolesRequired For Embed Token Generation

First off:  Does anyone know which each of these specifically are?

Secondly:  Is there ever a situation where they could be different?  One is true and the other is false... We only have seen these matching regardless of changes we make in a dataset.
