creating reports using power bi from within an application

I am developing a .net application where I would like to expose a Power BI Dataset and let the users create their own reports. Has anyone tried this? So far, I have only seen samples that let you embed reports and dashboards using an IFrame. Has anyone tried exposing the dataset from Power BI and letting the user create a new report from scratch? Grateful for any inputs.
