Hello,    Any chance to have Windows Console Commands to refresh data and publish ?   Would be great to include in Windows Batch file!

For publish purpose, you can check this console demo.

I'm not aware of any approach to refresh a pbix file without using "refresh" button in the Power BI desktop and as far as I know Power BI doesn't provide any dev SDK to do this, check and vote up this idea Power BI Designer API.
