Custom visuals typically require folks with a web development background, due to the technologies necessary for their implementation. However, it's a great help for the prospective developer if they have a background in Power BI as well, as there are some very specific things to think about (as well as some restrictions that MS imposes on custom visuals) that can potentially make implementing them difficult (and potentially expensive in terms of effort and cost). As such, it's hard to find specific companies that will specifically advertise and offer these.

The resources that @Poojara_D12 has provided are a good start if you want to engage a specific company for their services. Here is a direct link to a search on AppSource for vendors that advertise custom visual development as a service, which may help you find someone.
