When No ROWS in table then NO Available Message should be seen in Dashboard

Dear Community Members,

I have a Scenario, In Dashboard/Report when there are no rows in the Table, then the "NOT Available" Message should be displayed.

If Data Exists then based on data, I want to do conditional formating.

Please let me know.
