Could you please share your demo .pbix file(exclude sensitive data) with us in order to make troubleshooting if it is convenient?
By the way, do you mean that the value for 2020(315.6bn) in water chart is wrong? The correct value should be same as the one which display in PY $ card visual?In addition, the following ones are some links on how to calculate YTD for the previous year. You can check the content in them and hopefully they will help you resolve the problem.
