I've had someone ask me that question before, too.
Here's an idea:
Perhaps you could built a measure into your Power BI model to display a hard-coded shift name/shift ID at certain times of the day. Then setup a refresh schedule, and when the dataset refreshes at different times of the day, do a DATETIME comparison of some sort so that your measure would automatically change what shift it picks. It's a bit of extra work, but I think you could do it.
I've built a custom slideshow and TV display software designed exclusively for Power BI called Displagent. I don't have a sort of slideshow change feature built in where it changes a slideshow depending on the time of day, but I'm not opposed to building it in if you're interested.
