Is it possible to add reference line for all the categories which are present in the data ?
as in the below chart.

As far as I know, Power BI doesn't support us to add different targets for multiple categorys in Bar Chart.
I think Bullet Chart could achieve your goal. You can get it from App Source.
Download second one and create a target measure.
Target =
SWITCH (
MAX ( 'Table'[Category] ),
"A", 60,
"B", 120,
"C", 90,
"D", 15,
"E", 40,
"F", 20
)
Result is as below.
Your demand is a good idea, while it is not supported to implement in Power BI currently.
