Stacked Bar Chart: Is this possible...

I am trying to combine my costs and budgeted amounts beside one another. I can get them side by side, but not the cost stacked together and the budgeted stacked next to the cost.  Is this even possible. I have never seen this as an example.  Any thoughts on how to accomplish this are greatly appreciated.

You may try Stacked column chart and set Format pane > X-Axis > Inner padding.
