Is there a way to implement the functionality from the GUI regarding "Show items with no data" programmatically within a custom visual? For example within the Capablities.json with a flag?

Thank you for the link, of course we already know it and unfortunately I don't see any information on the page on how to tell a dimension that all data is always loaded. So I need to recreate the behaviour that is achieved in my link in the GUI of Power BI. Can't this be done programmatically?
