Set conditional visibility of tables

I need Power BI to behave in a very specific way which i don't think is possible but i thought i would throw out to you guys anyway.

Requirements:

 

1. Report has a continent filter.

2. Depending on the chose of continent the report will show a number of tables, one for each country in the continent, but only if there is data for each specific country available.

 

So, if a user chose South America, the report may show only 2 tables, one table for Argentina, another for Brazil.

If a user chose Europe there may be 4 tables showing, one for France, another for Germany, Italy, Spain.

There can be no gaps in between tables, or gaps at the top or bottom of the report where tables may be set to 'hidden' visibility.

 

I haven't seen this kind of behaviour in Power BI. Has anyone seen anything similar to this? If so, do you have any clues how to do it?
