Reporting and What If Analysis in Power BI

Hi All,

We are currently looking at using Power BI for a requirement we have.

The requirement is to be able to accept data extracts (in .csv, .txt), load the data, aggregate it and allow the user to view this on a Report and also give them What If Analysis capability.

Can I do this using Power BI (Desktop or Power BI in Azure) or is it more a user tool than a developer tool?

Any advice or feedback appreciated.
