Publish to Web button doesn't exist for Pro Trial User

I'd been attempting to publish one of my dashboard to web, but the button doesn't appear to exist. I am a using the free 60 day trial. As far as I can see, the Microsoft documentation states that free users have the option to publish to web (see screenshot below) but the button does not appear for me. 

I have looked at the limitations of publishing to web as seen below.

I tried both creating a dummy report with just a sql server datasource with two columns pulled into a table and it did not give the option to publish to web. Similarly I created a dummy report with data imported from an excel file and the option did not appear to publish to web. 

Is there something I'm missing here? Any advice would be greatly appreciated!
