Publish a report to multiple workspaces with different dataets

How can I publish a single report to multiple workspaces, each of which has it's own AAS dataset? 

Deployment pipelines won't work because only one pipeline can run on a workspace. Manually publishing is not an option due to the volume of workspaces. A single workspace with row level security is not an option as the logical data separation occurs much further upstream.
