Project Online Content Pack publish in web option

Hi, 

I need your help, i have a project online content pack for power bi, i have the power bi pro license and in project online i have the role of administrator in project online.

In Project Online content pack when i select the file option - Publish in Web option i see the two options

the link to share the report 

the html to embed the report in a web page

But when i use any of the two options when i open the link or when i emmbed in a page 

i see "this content isnt available"

i am doing this beacuse only we have 1 power bi  pro licence 

but the users who are going to see the report they dont have the power bi pro licence

Why cant see the report with the publish in web option?

i am doing something wrong??
