I'm telling you about a problem I'm having to create a gateway to connect my Power BI reports with a subnet in Azure to extract data from an Azure database, specifically a Postgresql type database.
I have contracted the "power bi embedded" service with a premium capacity, and I already have a gateway working well in a work area associated with said capacity.
When creating a second workspace (associated with the power bi embedd capacity) with another report, I have tried to create a gateway but it does not allow me. (I have the "virtual network" and the "subnet" well created)
There is a property called "License Capacity", a dropdown, which does not return any data to me in the list of that dropdown and is a REQUIRED property.
My surprise is that I think this is new, because as I mentioned, I already have another workspace, with another gateway, and I don't remember having filled out said property. In fact, if I analyze the configuration of the old gateway, this field is empty.
Can you help me?

The curious thing is that the other gateway, the one before February 1, does not have license capacity either, but it works, but it does not let me update it, because I think it does ask me for said license capacity for the update.

First of all, thank the community for the effort to help each other.
Context:
I have a PRO license and I have my workspace hosted in a capacity of the power bi embedded service. That is, my workspace is premium.
I have two instances, databases, prod and dev, in an azure database postgresql service, obviously they are not public to the internet, each one has its own independent network.
Before February 1, I created a report, with its semantic model and without problems created a gateway associated with said model.
This gateway works well and is related to the vnet that has the subnet with visibility to the Azure database postgresql service, for the dev database.
On February 1 there was a change in the gateways that I cannot understand well.
Now I have another report, with another semantic model and I am trying to generate a gateway associated with the corresponding vnet, with its subnet, with visibility to the Azure database postgresql service, for the prod database.
And it won't let me because it tells me that I have to select a License Capacity in a drop-down menu where it doesn't give me any option. I understand that in these options it should give me the option to choose my power bi embedded capacity, but it does not.
I have looked around the internet a lot and can't find a solution, I don't know if my capacity associated with the power bi embedded service is not compatible with the License Capacity that it shows me when trying to add.

I'm not sure if I should have contracted some other service, or if "power bi embedded" works for me, the issue is that in the drop-down list that indicates "License capacity" it does not load any premium capacity (Here is my doubt, no I know if power bi embedding is a premium capability, although I think so because I have it related to my work area)

Did these workspace host in the same tenant? AFAIK, current it seems not support to share single vnet data gateway across multiple tenants. You may need to configuration different vnet gateways for these different tenant usages.

Yes, both workspaces are under the same tenant. They are also associated with the same power bi embedded service.
I summarize:
I have 2 workspaces, associated with the same power bi embedded services.
In a workspace I have a report, with its semantic model and its gateway, created before February 1, where I have seen that something has been changed in the configuration.
In the second workspace I am trying to relate a new semantic model of a new report with a new gateway.
The problem is that it does not allow me to create a new gateway, it asks me for a license capacity, where I think it should give me the option to choose my power bi embedded capacity, but this does not happen.
