Powerbi Visual and install Certificate

I am trying to set up my environment for developing a Power BI visual and I am getting this error.

Step 1: I installed Node.Js.

Step 2:  I Installed pbviz using this code - npm i -g powerbi-visuals-tools

Step 3: When I run this code to create certificate  - pbiviz --install-cert   - This code gives me an error below.

From following the link in your screenshot, it looks like your administrator has prevented the ability for you to run PowerShell scripts on your machine.This permission is required in order to be able to install the certificate.

If this is the case, you'll need to request that they can enable this permission for you.
