PowerBi-client: Action bar not visible

I am trying to show an action bar on the embed report and it is not working. I tried many posts from different sites but not solutions do not work for me.  I have the following:

1. UserState.ReadWrite.All (Azure AD/App registrations/select the application/app permissions/select UserState.ReadWrite.All role

2. 

let embedConfig =

{ ... settings: { bars: { actionBar: { visible: true } } } };

If I go to the app.power.com, I am enable to see the action var. 

If I go to the playground and select the same report, I can see the action bar as well

it is something I need to do in Tenant settings??

Thanks, Xiaoxin.  I already checked this. I really missed the part the action bar does not work for Embed for your organization means the token is AAD (models.TokenType.Aad)

I'm glad to here you find the the causing, perhaps you can submit idea for expanding the action bar use ranges.
