PowerBI integration with website using Pro license

Is there a way to integrate powerBI with a secure external website (a third party site or company intranet) so that visitors (with Pro-license) can create their own graphs/visualizations using power-BI features? The data will be provided to them via an API call from a database that I'm maintaining. I'm not referring to embedding feature here.

Example: A visitor comes to the website XYZ, selects certain columns from database that I maintain and loads them.

He/she can then use Power-BI to visualize the data in the website.
