PowerBI PRO (Web) consuming data from either from Azure SQL or REST endpoint
"I want a visual to update every 10 minutes from a datasource that changes every 6 minutes."

If you get a notification from your data source that it has refreshed you can use Power Automate to initiate the dataset refresh.
If your data source doesn't provide that notification then you can still use a timer in Power Automate as needed.
Keep in mind that refresh requests will fail while a refresh is still in progress.
