Hello,
we are using PowerBI Embedded in an ASP.NET MVC app, using MasterUser authentication, and starting 2 days ago, all of our reports started to show no data to users.
We created test report that is just showing Username and Userprincipalname, and for some reason it stopped reading our user ids, that we send while getting token, and started to show MasterUser id instead. The weird thing is that once every 20-30 refreshes (it is random), it is showing correct user id and loads all data according to RLS rules, then it goes back to showing MasterUser for the next X site refreshes.
We didn't make any changes in our application since February. It is not a token issue, because I was refreshing page with embeded report until it showed data and correct user id, grabbed this token and sent another request, using exactly same token, it started to show no data and MasterUser id again.
We also see that when we are changin capacity on PowerBI service, it starts working correctly for 2-4 minutes, then goes back to broken state.
Any ideas what might be the issue here?

It sounds like backend credentials verification conflicts, have you saved multiple credentials on the devices?
In addition, you can also track the audit logs to confirm which credentials are used to verify and access the embedded content or ask the power bi team to trace the details activity id and correspond operation logs for further support.
