Power BI embedded in Azure shows me quickstart
When I create a Power BI Embedded box in Azure, I should be presented the Workspace Collection creation screen (name, subscription to choose etc.). Instead I'm presented a QUICKSTART tutorial page, no way to go further. I'm locked up
So in practice it is better to deploy new PBI embedded solutions starting from Azure ''Power BI Premium'' resource?

By the way, Power BI Embedded is being deprecated and it will continue to work for a limited time, to avoid any extra migrating and re-developing work in future, it is recommended to start with the new replacement Embedding with non-Power BI users(Power BI Premium license needed).
