Power BI embed multi filters

Hi! I try add power bi report to my application. I have report with many bookmarks and query. All works fine while i use filter which have date, but when in the table don't consist data i see all my data in visuals.

If table Production doesn't have value report shows all data (doesn't apply any filters)
