In Power BI, the positioning of tooltips is automatically determined based on the location of the visual on the report page to ensure optimal visibility. This behavior is independent of the text direction (LTR/RTL) in the report. This means that if a visual is located on the left edge of the report page, the tooltip will appear to the right of the visual, and if the visual is located on the right edge of the report page, the tooltip will appear to the left of the visual.
If you need to change the positioning of the tooltip based on the directionality of the text, you may need to use custom tooltips or other workarounds.
