Power BI Report Server Desktop (Many to many relationships)

Does any anyone know why the report server client won't allow Many to many cardinality?

Hi,

That is possible only in Power BI Desktop.

Please refer https://docs.microsoft.com/en-us/power-bi/desktop-many-to-many-relationships for official Microsoft document. Also, please makes sure that there actually exists a table that can provide Many-To-Many relationship.
