I read about power bi embedded and I understand that SKU A1 requires azure resource. So I want to know if power bi premium EM1 which has capacity similar to A1 requires azure too? And if I want to share report to free user can I do that?
If EM1 does not require Azure, can it be used on a Power BI service?
I have another question, I'm not sure if I understand correctly.
If I have a Power BI Pro license for publishing reports and I have Power BI Premium EM1 and I want to use the report embed functionality,
1. If I want to embed a report in Microsoft Teams or SharePoint Online, can I allow free users within my organization to view (Viewer) the report via Microsoft Teams or SharePoint Online?
2. If I want external users who do not have a Power BI license but have an o365 account to the viewer to view the report embedded in SharePoint Online or custom apps, can I invite that person to be a guest so that they can only view (viewer) the report?
3. If I use "Embed for your customers", does that mean anyone can be a viewer if they embed it in a custom app that doesn't require login?

Power BI Premium EM SKUs (EM1, EM2, etc.) are designed primarily for embedding Power BI content in internal applications. They do not require Azure resources; instead, they are managed through the Office 365 admin center and Power BI service. They are hosted and managed through the Power BI service itself.

If you want to share reports with free users within your organization, please note that even though EM1 is premium capacity, only P SKUs and F SKUs (F64 or larger) allow users with a Microsoft Fabric free license who have the Viewer role on the workspace to consume Power BI apps and shared content in the Power BI service. Smaller F SKUs require a Pro license to consume Power BI content.

EM SKUs can indeed be used on the Power BI service. They are designed for embedding Power BI content within your organization's internal applications and for use in the Power BI service.

The following ones are the answer of your questions:
1. Users viewing a report in SharePoint need either a Power BI Pro or Premium Per User (PPU) license or the content needs to be in a workspace that's in a Power BI Premium capacity (EM or P SKU), you can get the details in the following link. So you fulfill these requirement...

3. When you use the "Embed for your customers" option (also known as "App owns data"), your users do not need to sign in to Power BI or have a Power BI license.
