Power BI Gateway is triggering REST URLs thrice for schedule refresh/on demand refresh

When we try to manually refresh a dataset from Power BI service having REST APIs(VSTS APIs), Enterprise Gateway is triggering each API thrice. This leads to outage of the REST API server. We want to hit the API only once when schedule refresh is triggered. It is working as expected from Power BI desktop.
