Power BI Embedded pricing - can I use a developer token before publishing to a live website?

I noticed that Microsoft have changed the pricing model for Power BI Embedded from per render to per session...

Is there a way of setting up a developer token or some sort of sandbox mode while experimenting with the Javascript API? I'm keen to avoid incurring session charges whilst in development.
