    Today it is working again (same code is running). Must have been a bug that is now fixed.

This is quite weird.

What will happen if this user login from the home page of Power BI: https://powerbi.microsoft.com/en-us/.

How about using another browser?

Agree, it is weird. It does not matter what browser I use. It also does not matter if I login from the Power BI home page first. In the Power BI service the reports render with the page panel to the left, but not in any embedded scenarios.

 

It seems to be the same for the sample report in the embedded playground: https://playground.powerbi.com/dev-sandbox
