Power BI Embedded - Out of Cache Memory?

We keep hitting the 3 GB limit of cache with our A1 Power BI Embedded plan.

Our reports are small and we've recently made them smaller to try and solve this issue without success. When downloading as PBIX files they range from 2 MB to 20 MB. There might be 200 MB in total which is well short of the 3 GB of cache.

My questions are:

1) What is this cache used for exactly? It's not clear how it gets filled up and what it's purpose is.

2) Why is it being exceeded?

Upgrading to A2 is not an option for such a small number of reports.

 this ever resolved? I am having the same issue. I upgraded to A4 and I do not have too many reports/datasets in the workspace. Why are my reports rendering so slowly?
