Power BI Embedded - App Owns vs User Owns

Hi All,

I have read through the documentation of Power BI embedded in brief but have a few questions of which type to use

App owns data

or

User owns data

Scenario: We have a report which uses row level security so that users who have azure AD licence and power BI licence can login and view the report which they have access to. The managers wants to embed this report to a web application usnig power bi embedded so that users no longer require a power BI licence while still maintain the row level security.

So they could login with the azure AD login and authenticate themselves and could see the report.

What option fits in the above? I am confused as how to implement it.
