Power BI App Data add Data set from Dataflow in another workspace

I understand dataflows are not supported by the "Create App" feature on Power BI. Is there any way to add a Semantic model as a dataset (content) from a different workspace that is linked to a dataflow? 

If I copy the report from a different workspace it shows up as a Semantic model but the Dataset is simply linked and does not show up as content for the app:

I'm trying to distribute my Power BI reports to people outside the organisation and in a way that doesn't require a Microsoft subscription of any kind.
