Which REST API you are trying to call? Is it REST API Admin - Groups GetGroupsAsAdmin? If yes, there is some limitation here...
GET https://api.powerbi.com/v1.0/myorg/admin/groups?$top={$top}Maximum 50 requests per hour, per tenant. This call will also time out after 30 seconds to prevent adverse effect on the Power BI service.
