Power Automate Button in Power BI Report Fails for One User (Both Have Pro Licenses)

Issue:
I created a Power Automate button inside my Power BI report that triggers a Power Automate flow. The flow uses an a premium a HTTP connector to call an Azure Data Factory (ADF) pipeline when pressed.

 

The Power Automate flow consists of two steps:

 

  • PowerBiButtonClicked operation
  • HTTP operation (POST method) to trigger the ADF pipeline

 

I can successfully trigger the flow from my non-premium Power Automate account. However, another user (who has been given admin permissions) receives an "unsuccessful" message when pressing the button.

Both the other user and I have a Power BI Pro license, so this should not be a licensing issue.

What I’ve Tried:

  • Granted the user Admin permissions in the flow.
    Assigned the user to Run-Only Users while keeping Admin permissions.
    Configured Run-Only permissions to use the premium Power Automate account (tried both Admin + Run-Only and just Run-Only).
  • Verified that we both have the same Power BI license (Pro) and equal privileges in Azure.
    The only difference is that I have a managed Power BI connection, while the other user does not. I'm unsure if this is necessary for the button to work.

Additionally, I noticed that the other user has no entry under the "28-day run history" table, meaning there is no historical record of them even attempting to trigger the flow. Is there a way to see the error logs for an unsucessful trigger in Power BI? Is there any fix for this issue?

Both the other user and I have a Power BI Pro license, so this should not be a licensing issue.

 

it is a licensing issue. ALL users of your report need to have a Power Automate Premium license. The Power BI Pro license doesn't matter.
