I have built a paginated report in Report builder to create embedded reports to be sent in emails.
However I am struggling quite a lot with the format.
For instance, I cannot find the option to "fit on one page" - is that not possible?
If that is not possible it is ok if the end user scrolls down to the second page. However, when scrolling every other page is empty. Why is that?

If your content can fit in onre A4 page then it can show the result in one page. If you have one tablix as visual then if you right click and go to properties then you will see an option something like show everything in one page like that. I dont have access to the report builder now so not able to share the screenshot.
That will impact the performance. I would recommend you to see the scrollable pages. You make sure remove the additional spaces at the end of the visuals. if you have footer then move up and place next to the visual.
