PBI Embed EM capacity, tokens integration, "masteruser" ; error "User is not licensed for Power BI"

I do have a PowerBI Embebded EM1 Governament subscription and a pesonal PBI Pro GCC license what I use for make reports, the admin and azure portals.

I'm trying implement an "App Owns Data" with "masteruser" for a token authentication,  to my custommers users not be required PBI license or authentication.

I'm follow this guide:

Using a .NET framework sample, with my admin user as master account to test, it always give a "User is not licensed for Power BI".  but this account has all admin rights to everything. Could this be because it is a pro GCC account? 

I also tried use "serviceprincipal" with a secret, and in that case it just give a "Unauthorized (401)"

I tried many diferent aprouches with no success, at this point not sure if don't have the right licenses, or have missed something in settings or my network been blocking some traffic.

Any help to troubleshoot it would be very appreciated.

From your description, it is not possible to determine where the problem occurs.

This may be caused by incorrect settings or missing elements in the sample file.

Here is a detailed Embed for customer document with Sample,

Please try to follow the steps in the document to redeploy it again.
