News Feed style label source

I have two tables, one which shows if a resource is off or on with timestamps. 

if the latest record is Off, I want to show a label which pulls the lastest record for from the other table. ie Error table. which then will display the error infomation on why its off. 

when its on. I dont want the error message box to be shown or could just be blank.

Any ideas how i would achieve this. ? happy to go down any direction ie python if needed.
