Need help creating a measure named Percentage by using Balance,Increase and Decrease columns.

1. Create measure.

    MAX('Table'[Increase])=BLANK(),
 DIVIDE(  
SUMX('Table',[Decrease]),_maxvalue),
DIVIDE(
    SUMX('Table',[Increase]),_maxvalue))

    _value=BLANK() && MAX('Table'[Balance])<>BLANK(),
    0,_value)
