Merge to Tables

Hi, I need a way to connect two tables. The unique value exists, an order number is used as the identifier. But this number exists several times, so Power BI does not allow it. Can Someone help me here?

While the order number exists several times, how can it be unique? For more clarification, could you post any dummy data of those two tables?
