I would like to measure users of Power BI to understand how successful a published dashboard is. I would like to know what tabs they are clicking on, how long they spend on a page, overall user numbers etc.
For a webpage I would generally use Google Analytics. Can Google Analytics be installed in Power BI (not as a data source) but to track users of Power BI or some other analytics package?

Sounds like you want to go to either the
1) Admin portal in Power BI Service settings to check out usage metrics

or
2) the O365 Security & Compliance admin center for more in-depth audit logs.

Track User Activities - https://docs.microsoft.com/en-us/power-bi/admin/service-admin-auditing
Note: you'll need Power BI administrator role to access the Admin portal and/or global admin permissions to access O365 (& Power BI admin). You could always put in an IT request with your organization to pull the logs.
