Issue with extracting PBIX or missing Report/Layout file in extracted folder

We are currently using https://learn.microsoft.com/en-us/rest/api/power-bi/reports/export-report API to download the PBIX
Some times we are not able to extract the PBIX downloaded and some times we are not able to find Datamashup file or Report/Layout files in the extracted folder.
I see using sensitivity labels and privacy levels might cause the above issue.

What is the least level of permission or access for the service prinicipal account we should use to bypass above sensitivity and privacy settings and succesfully downaload and extract the PBIX with both Datamashup and Report Layout while calling the export API?
Please let us know if there can be any other reasons for the above mentioned PBIX issues. If there are any please let us know how to mitigate them and succesfully downaload and extract the PBIX with both Datamashup and Report Layout?
